It is high time for the Council of Europe to end its toxic neutrality stance and to take steps to exclude Turkey and Azerbaijan from the Council of Europe.

Dear Madame Secretary general,
Your counterpart from the Organization of American States (OAS) has condemned in the clearest possible terms the aggression on 27 September 2020 of Armenia by Azerbaijan with the full support of Turkey. As President Macron stated on both 1st and 2nd October 2020, the presence in Azerbaijan of jihadist fighters who transited through Turkey (Ganziantep) is proven.
Why is it important to condemn this premeditated war of aggression against the Armenians? If Azerbaijan and Turkey stopped fighting, there would be peace immediately. If Armenia stopped fighting, there would be at least an ethnic cleansing; at worst, genocide, as in 1915. Failing to name the aggressor is proof of toxic neutrality that has the effect of overlooking the disastrous record of Azerbaijan, an oil-rich hereditary dictatorship, and Turkey, a quasi-dictatorship led by the same man since 2003, without recognizing that Armenia and Artsakh are, on the contrary, democracies.
Armenia's requests for interim measures against Azerbaijan and Turkey regarding the Nagorno-Karabakh conflict have been granted by the European Court of Human Rights (ECHR), which we welcome. This is necessary, but not sufficient. Indeed, we draw your attention to the fact that Amnesty International confirmed on 5 October 2020 the use of cluster bombs by Azerbaijan on the civilian population of the capital Stepanakert, which constitutes a serious violation of international humanitarian law.
Madam Secretary general, we therefore call on you to:
- Condemn Turkey and Azerbaijan for their war of aggression against Armenia;
- Condemn their war crimes;
- Initiate steps to exclude these two countries from the Council of Europe;
- Express your solidarity with the people of Artsakh.
There is clear precedent for the above request. Russia was suspended from the Assembly of the Council of Europe from 2000 to 2001 because of its policy in Chechnya and again in 2014 as a result of the annexation of Crimea and the war in Donbass. The policy of Azerbaijan and Turkey against the Armenians, a policy which is planned, criminal and aimed at emptying the territory of Nagorno-Karabakh of its Armenian population, would at the very least deserve an immediate suspension of these two countries under Articles 8 and 9 of the Statutes of the Council of Europe for repeated violations of Article 3.
